After completing my tenure as Engineer-in-Chief UPPWD on 31.03.2000 I worked as Team Leader for a NHAI highway project of 60km length and project cost of over 150 crores. This project was successfully completed well in time and I gained an in depth experience in the working of NHAI.
Presently I am engaged as a DRB Member for several projects of NHAI, IRCON, State PWD and U.P.State Bridge Corporation Ltd.
I have 42 years of professional experience in all facets of Highway & Bridge Engineering covering feasibility study, detailed engineering, planning, design, implementation, construction supervision of Concrete Pavements & Flexible Pavements of Roads and Highways projects including widening and strengthening of National and State Highways, road maintenance and Project Management & contract management of major highway projects. Major thrust areas cover deployment of heavy machinery and equipment for construction and maintenance of Bridges & roads, scheduling, resource allocation, monitoring financial and work progress, contract management, development and application of Computer aided management techniques, preparation of quality assurance manuals and imparting training to subordinate staff.
I have retired as Engineer –in –Chief, Public Works Department, Government of Uttar Pradesh, and have been associated for 38 years with project preparation, co-ordination, project management, technical guidance & contract management, monitoring and construction supervision of National & State Highways including several major & minor bridges. I have experience in working in different terrain conditions and structuring project to suit the magnitude and nature of task, terrain and weather conditions. Meticulous and detail planning, timely completion of projects within the cost, quality assurance, human resource development and financial & contract management have been my thrust areas. I have a thorough understanding of preparation and interpretation of the technical specifications, contract administration based on FIDIC guidelines and all prevalent code of practices in India such as IRC, IS, MOST etc.
I have worked in U.P. State Bridge Corporation for 14 years & worked in India, Nepal, Iraq etc.
Also, I have been associated with arbitration cases of U.P. State Bridge Corporation and U.P. Public Works Department from early stages of my career. I arbitrated for works done on Mahendra Raj Marg Project v/s C.P.W.D. in Nepal and also for Yamuna Bridge Project on NH 2 v/s N.B.C.C. I am presently engaged as Arbitrator by U.P.P.W.D. for their bridge repair case at National Highway Division, Shahjanpur, U.P.. I am also presently a member for Dispute Resolution Board for contract no. IV B of NHAI of Varanasi. The project cost is of the order of Rs. 240 Crores.
Also working as Arbitrator on behalf of UP,PWD & IRCON International Ltd. for an ADB Road Contract. The value of disputes are of their order of Rs. 46.75 Crores & counter claims of PWD of the order of Rs. 109.00 Crores. Also appointed as Arbitrator on behalf of U.P. State Bridge Corporation Ltd. v/s PWD, Goa (for a bridge project at Goa funded by Ministry of Surface Transport).
The contract no. IV B of NHAI, there is rigid concrete pavement and work is planned with the help of slip form paver SP850 from Wirtgen Group, Germany. I shall be fully associated with this Project.
I was also involved in Delhi –Agra Highway with rigid pavement construction. This project was done under aid of Asian Development Bank.
During my service tenure I was deputed to a training programme on Express Highways in USA, sponsored by World Bank for a period of six months.
I am presently working with IL&FS as a full time consultant looking after their projects in U.P., Bihar and Madhya Pradesh. I am engaged as Arbitrator in several projects related to NHAI & UP PWD and also working as Claim Expert on World Bank aided 330 km long Nekempt – Mekenajo highway project in Ethiopia.
