A Fellow of Chartered Institute of Arbitrators (CIArb) and a Member of Institution of Civil Engineers (ICE). A Co-founder of Hong Kong Institute of Construction Adjudicators (HKICAdj). A Chartered Civil Engineer experienced in managing mega and community engineering projects, and providing contract advice on both GCC and NEC in terms of claims and dispute resolution. Work Experience:

Contract Advisor, Water Supplies Department, HKSAR (May 2018 – present)

  • Claims management and dispute resolution involving negotiation, mediation and arbitration
  • Providing prompt contract advice on numerous existing GCC and NEC contractual matters including claims, variations, procurement and other substantive and procedural contractual issues
  • Tender vetting for capital and term contacts to be issued by the project offices
  • Technical audits for capital works contracts and maintenance term contracts

Co-founder, Hong Kong Institute of Construction Adjudicators (HKICAdj)(May 2018 – present)

The objectives of HKICAdj are as follows:

  • To promote, encourage and facilitate the settlement of construction disputes by adjudication
  • To promote knowledge of construction law and adjudication
  • To provide CPD and professional accreditation training for professional membership and admission of members to the Institute

Engineer, Quality Assurance & Compliance, MTRCL (Jan 2015 – Dec 2015)

Quality Audits

  • Formulate audit plan according to ISO 9001:2008 standard
  • Carry out internal quality audits for construction contracts including those of Express Rail Link, Shatin-to-Central Link, West Island Line, Kwun Tong Line Extension, and South Island Line.
  • Draft quality audit trails, quality audit reports, monitor and follow up with corrective and preventive actions.

Key Performance Indicators for the new railway extension projects including West Island Line, South Island Line (East), Kwun Tong Line Extension, Shatin Central Link, Express Rail Link

  • Formulate key performance indicators (KPIs) for MTR railway extension projects to better measure the status of current project delivery. This include the KPIs for project quality, environmental management, stakeholder management, construction site safety, construction programme and project cost;
  • Investigate current project delivery status in terms of quality, identify potential improvement areas and propose improvement initatives for MTR Corporation

West Island Line Contract 704 (Target Cost Contract. Contract Sum: HK$4.757billion):

  • Overseeing construction of underground adits by ground freezing;
  • Sai Ying Pun underground station and adits construction; Managing and coordinating Civil and E&M interfaces;
  • Quality control and workmanship inspection on site;
  • Contract administration including assessment of time and cost implication of value engineering proposals;
  • Working with Corporate Relations in stakeholder engagement including crack inspection, residential meetings, and community events.
