I am a Civil Engineer having vast and varied exposure in the field of Planning,  Construction and maintenance of Roads in Rural and Urban Sector in India, Project Management, Contract Management, Quality Assurance, Training of middle level and Senior level Technocrats,  Construction Audit, dispute resolution in works related to Roads and building construction works for over a period of over 35 years. I had opportunities to work abroad for more than 10 years including Iraq, Switzerland, UAE and Yemen, Somalia etc with International Organisations and firms.

 I have satisfactorily completed many major Projects by infusing team spirit and ensuring effective coordination amongst different disciplines. I have been imparting training to professionals through various organisations like Delhi Productivity Council, NHPC etc. and as a faculty/visiting faculty to School of Planning and Architecture.

 I also have worked with Major players in Real Estate as part of their senior most management team. Besides this I am on panel of Arbitrators of NHAI, Airport Authority of India, DDA, IRC, CPWD, RITES, CIAC, IITArb and ICA etc and have worked as Arbitrator and DRB member in number of cases. I been actively associated with professional work of various professional bodies like Indian Roads Congress, Indian Building Congress and Bureau of Indian Standards and contributed to their codes and Manuals. Convener for new chapter in National Building Code.

As detailed above I have over 40 years of exposure to various aspects of Civil Engineering works, Urban Development.

FROM MAY 2012 – TILL DATE

Managing Director, Project Management Consultancy firm – Abhinav Consulting Engineers; Delhi based firm dealing in Project Management, Contractual Issues, Construction Audit and Third Party Quality Control/Inspections and other Civil & EM related Consultancy assignments. I have been associated with BIS for development of IS 15883 as member of different committees and as convener of Draft Guide lines on ‘Project Formulation and Appraisal’. Now converor of committee responsible for new chapter in forthcoming NBC 2015 – Asset and Facility Management. Also contributed substantially in bringing out Manual for water proofing published by IBC. At present working on Rating system for Developers and their Projects, and New Materials and Technologies for IBC.

Visiting faculty to School of Planning and  Architecture for post graduate students for Project management and Dispute resolution. Regular in imparting training on these subjects to Middle and senior level officers through various organisations like DPC, NCB.

FROM JUL 2009 – April 2012

I have been working as President Technical with Omaxe Ltd. a leading Delhi based Developer having PAN India presence. My responsibilities included Planning and Monitoring of Projects, Construction Audit with special emphasis on Quality Audit. Developing Systems for infusing efficiency in the day to day functioning of company and increasing output with greater emphasis on quality.  Simple, useful and effective monitoring systems have been developed along with QA/QC and HSE Manuals for use in the Company.  Dedicated Schedule of Rates prepared for Real Estate Projects with Analysis of Rates. Special emphasis laid on leakage Seepage free construction.

FROM NOV 2008 – JUN 2009

Running own consultancy business in fields of Project management, Valuation of Buildings, Disputes resolution/ arbitrations and Third Party quality assurance etc. Also as visiting Faculty to School of Planning and Architecture for Post Graduate courses in Project Management and Contract Management.

FROM JUN 2006 – NOV 2008

Chief Executive of Era Landmarks, a well reputed and large Real Estate company of Delhi. Responsible for overall affairs of the company, strategic planning with special emphasis on  Technical works right from appointment of Consultants,  Concepts preparation, approvals, Design developments and finalization of Tender documents for Major Projects of Integrated Townships, I.T.Parks, Malls, Group Housing schemes etc. Implementation of Projects, financial planning and monitoring there of. Prepared Operation Manual for Real Estate works.

FROM APR 2004 to APR 2006

With International Consulting Firm in Dubai.

As Technical Coordinator and Project Manager of ACE International,  in-charge of coordinating technical activities of different disciplines and feed back between units and Field formations, Contract documents, Technical proposals preparation, review of technical documents at various stages of design and implementing QA/QC procedures.

Worked on short term assignment as expert to WHO for upgrading medical facilities in Yemen and Somalia. Advised the Governments concerned on improvements and up gradation of medical facilities and infrastructure.

FROM DEC 2001 – APR 2004

  1. i) Project Coordinator, World Health Organization, Geneva
  • Responsible for procurement of 400 Bed Hospital including preparation of Contract documents, selection of Design Consultant and Project Management Firm and Short listing of contractor.
  • Renovation/ Rehabilitation works of health care facilities. Providing guidance to field staff on technical matters and execution of works.
  • Preparation of Project Reports, Feasibility Studies, presentation to Contract Review Committee and financial planning.
  • Close coordination with various consultants, sub- consultants and contractors.

  1. ii) Chief Engineer, Central Public Works Department- Ministry of Urban Development, of India
  • As Head of Department and Administrative head of New Delhi Zone – I, I was responsible for the effective functioning of the entire Zone. Planning and delivery of all works in the zone, including coordinating activities related to budget, technical matters, annual plans, programme monitoring and evaluation. The assignment involved Supervision and management of Roads and building works, personnel management, financial control, liaison with clients, Ministries of Government and other statutory authorities and administrative matters of the entire zone.
  • Appointment of Arbitrators, acceptance of arbitration awards etc.

As Chief Engineer (Northern Zone)-II

  • Responsible for all buildings and development works in State of Uttar Pradesh, India. Development of Complexes including infrastructure. Project management and contractual / legal matters.
  • Medical, residential and infrastructural facilities for paramilitary forces developed in remote areas. Planning and execution of Water supply, sewerage, drainage schemes, roads and other infrastructural facilities for large building complexes
  • Preparation of annual plans, programme monitoring and evaluation.
  • The assignment also involved personnel management and administrative matters.
  • Contract Administration, Project Management and evaluation for structures taken up for implementation. Interior planning and furnishing of number of buildings also carried out.

As Chief Engineer (New Delhi Zone)-I

  • Responsible for construction and maintenance works of the most important zone in the Department. Responsible for construction and maintenance of buildings for VVIP & VIP’s residences and office complexes. Maintenance, renovation and upgrading of important buildings such as Vigyan Bhawan (Conference Centre), Parliament House, National Museum, National Archives and other important buildings in Delhi. Development and maintenance of large parks/gardens. Co-ordination of activities of different disciplines engaged in developmental activities. Had a very large work force of over 5,000 persons.
  • Personnel management, Programme implementation and evaluation, budget control.
  • Development of Staff skills, effective cost control, time management and interaction with the clients on regular basis were an essential part of the assignment.
  • Appointment of Arbitrators, acceptance of arbitration awards etc.

FROM SEP 1983 – SEP 1996

iii)     As Superintending Engineer, Central Public Works Department Government of India.

  • As administrative and technical head of the circle, I was responsible for planning and managing building and development activities in the region and was in charge of large constructions, maintenance and upkeep of residential, non residential buildings including their internal/ external services and roads.
  • In charge of development works in Kashmir, Leh Haryana & Western U.P. along with Civil Aviation works.
  • Space planning for offices and furnishing as per laid down norms/standards. Ensuring safe, functional and motivating work environment.
  • Planning and preparation of Tender documents, Specifications, Schedule of Quantities and short- listing of contractors, Project reports for the new works. Work award process, soil, site investigations, etc. also done by me.
  • Monitoring and evaluation of projects spread all over the country, using management techniques.
  • Contract management and arbitration cases.
  • Finalised contract document for works in Govt. Deptts. being followed by major construction agencies in India.
  • Training of Departmental Engineers and staff.
  • As District Valuation officer with Income Tax Deptt. Worked on assessment of fair values of various types of properties. Valuation of buildings and assessment of reasonable rents for the properties to be hired by Government.
  • Maintenance and upkeep of Government assets. Also responsible for making arrangements for National functions.

FROM SEP 1979 – AUG 1983

  1. iv) As Resident Engineer, State Organization for Tourism, Govt. of Iraq, Baghdad
  • During this period, worked as Resident Engineer on a multi-storeyed Hotel Project at Baghdad with Govt. of Iraq; as an Indian Expert.
  • I was responsible for Project management of huge project costing 63 million US$, coordination of activities of various agencies.
  • Intensive exposure in programming, progress and project monitoring and evaluation and Good exposure to international working.

FROM MAR 1973 – AUG 1979

  1. v) As Executive Engineer, Central Public Works Department (CPWD), Govt. of India.
  • Designing of Road works and bridges for Delhi Administration.
  • Running of roads materials testing laboratory.
  • Planning, designing and site supervision of large residential/ non residential Complexes, including infra-structure development works.
  • Architectural design study, structure and space planning, providing office furniture.
  • Preparation of feasibility reports, project reports, contract conditions, technical specifications and tender documents.
  • Programme monitoring and evaluation and Contract administration.

  • Helping Head of Organization in administration of Public Works all over India. Got good exposure to the working of the Ministry.

vii) As Asst. Executive Engineer, Central Public Works Department, Govt. of India.

  • Joined Central Engineering Services Class-I, through all India Competitive Exam conducted by Union Public Service Commission.
  • Worked in Arunachal Pradesh, far-flung area of India.

  • Worked as Design Engineer in the only pre-fabricated component-manufacturing factory in India.
  • Was Site Engineer with a large civil construction firm in Rajasthan, India. Responsible for a large building complex.
