Senior Specialist in Industrial Relations & Labour Administration based in Ethiopia, Philippines and Thailand from 1997 – 2009.
Provided advisory services, research and training for capacity building of governments, employers’ and workers’ organizations towards policy and programme development in countries as diverse as Ethiopia, Eritrea, Ghana, Kenya, Mauritius, Nigeria, Seychelles, Tanzania and Uganda in Africa; Fiji, Indonesia, Kiribati, Papua New Guinea, Philippines, Samoa, Solomon Islands, Timor Leste and Vanuatu in Southeast Asia and the Pacific; and Brunei, Cambodia, Lao PDR, Malaysia, Singapore, Thailand and Vietnam in East Asia.
Designated Regional Coordinator for Labour Market Governance for ILO, Asia-Pacific region.
Focus of work: strengthening national labour administration systems, including labour inspection policy and systems development; building capacities of trade unions and employers’ organizations for negotiations and collective bargaining; promoting international labour standards and national labour legislations; advocating corporate social responsibility; improving labour market governance, industrial relations and workplace cooperation; devising appropriate labour dispute resolution systems; advancing tripartite dialogue; and providing technical support, monitoring and evaluation of ILO projects.
Specifically, conducted assessments of industrial relations and labour administration institutions and systems and rendered policy advice to several countries of Africa and Asia, resulting in policy and programme development.
Organized and participated in several national, regional and international meetings, seminars and training workshops as ILO representative.
Post retirement from the ILO, working as independent adviser on industrial relations, labour administration, labour standards, human resource development, employment relations and corporate social responsibility.
As convenor of a special tripartite group appointed by the Federation of Indian Chambers of Commerce & Industry (FICCI), prepared and submitted a report on India’s labour reforms agenda.
Currently engaged as Senior Advisor, BRICS-CCI as head of its Legal & Labour Law vertical.
Arbitrator appointed by Indian Council of Arbitration (ICA) and International Centre of Alternative Dispute Resolution (ICADR).
