Infrastructure Sector

  • Founded and established entrepreneurial venture “Kacker & Daughter Infrastructure Consultancy Services Pvt Ltd” in 2007:
  • The company focuses on providing advisory on matters related to infrastructure and PPP (Public Private Partnership) projects in the infrastructure sector
  • Overseeing and advising on 5 major national highway projects in India based on the PPP model as Non – Executive Chairman for Indus Concessions India Pvt Ltd
  • Contributed towards the policies/issues regarding infrastructure development and management of mega projects as Member of Task Force, Infrastructure Development & Mega Projects
  • Worked full time for 2 years as Director General at CUTS, a think tank and capacity building institute on competition policy & law and regulation of the infrastructure sector:
  • Invited stakeholders from the private sector and other associated industries for trainings and workshops on skill/capacity building
  • Worked with NHAI during the “infrastructure revolution” era in India;
  • Facilitated 2 major projects – Golden Quadrilateral linking the 4 metros together and another project linking the North-South & East-West corridors
  • Led the entire planning and implementation for the projects; personally oversaw the 1,450 km long Mumbai-Delhi corridor development
  • Negotiated and finalized the first major PPP project based on the model concession agreement – a 6 lane mega project (Jaipur Kishangarh)
  • Planned and managed the construction of India’s first green field expressway – Ahmedabad Vadodara Expressway
  • Facilitated development of Highway Rescue project between Ahmedabad and Surat on NH-8
  • Ensured all projects are completed on-time and within scope of budget and quality; instrumental in creating a separate vertical of ‘corridor management’ within NHAI
  • Coordinated and managed post-construction activities such as operations & maintenance, tolling, highway traffic management, wayside amenities, median plantation & more
  • Involved in WB and ADB funded projects and assisted in the planning and execution of financing of SPV projects 

Financial Sector

  • Providing business and financial advisory to the C-Suite level management teams of Capri Global Capital Ltd on new investment proposals, M&As, funding proposals. Heading the housing finance and asset management subsidiaries of Capri Global Capital Ltd.
  • Advised a private equity company, Pragati Equity Advisors, investing in socially relevant industries in the less served states in India: 

Chemical & Petrochemical Sector

  • Helmed responsibility of the petrochemical sector while tenure as Joint Secretary – Department of Chemicals & Petrochemicals and CMD, Indian Drugs and Pharmaceuticals Ltd
  • Engaged with all stakeholders in planning and framing the national policy on petrochemicals; identified areas that needed support/development or restrictions and implemented governance accordingly
  • Coordinated with the Finance Ministry, Planning Commission and the PMO to draft the national policy
  • Developed the concept of investment regions and played a pivotal part in getting the Task Force on PCPIR (Petroleum, Chemical & Petrochemical Investment Region) constituted
  • Represented the Indian government in court cases, planned/coordinated remediation issues and other matters related to the Bhopal Gas Tragedy
  • Deputed as Member-Secretary of the High Court appointed committee on the environmental remediation of the toxic wastes lying at Union Carbide plant site in Bhopal
  • Handled International Chemical/Environmental Conventions such as Rotterdam Convention, Stockholm Convention, Kyoto Protocol and REACH

Social Sector / Agriculture

  • Acted as Advisor for corporate Vestergaard Frandsen, a Swiss MNC working in the area of clean drinking water and control of vector borne diseases
  • Served as Deputy Secretary (Seeds), Department of Agriculture and Executive Director of National Agriculture Marketing Federation (NAFED)
  • Deputed CEO and Joint Secretary of an organization which dealt with 4 specific disabilities – Autism, Cerebral Palsy, Multiple Retardation and Multiple Disabilities:
  • Steered efforts to judiciously disburse funds in excess of INR 100 Cr to various NGOs working in these areas; involved in acquiring approvals for budget from Finance Ministry
  • Created awareness and raised the profile of the disability sector in India

  • Independent Director at three project SPVs formed by the Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) – 1. Integrated Multi Modal Logistics Hub (IMLH); 2. Global City Project, and; 3. Mass Rapid Transit System (MRTS) Project

Revenue Management

  • Facilitated the crucial role of revenue management as a Member of Board of Revenue of the MP Government during IAS tenure
  • Discharged purely judicial work with regards to the Land Revenue Act and other related land acts in connection with all types of cases related to agricultural land – revenue & land disputes, excise, mining, stamp fees and more

Trouble Shooting

  • Essaying trouble-shooting and problem solving roles in various capacities as Non – Executive Chairman/Director, Advisor and more for resolving infrastructure development related matters
  • Acting as a bridge between the individual corporate/organizations and the relevant government agencies/bodies to amicably resolve any and all types of regulatory and administrative bottlenecks and issues
  • Coordinating between health ministry officials and corporate executives of Vestergaard Frandsen for troubleshooting and advisory on matters related to control of vector borne diseases and clean drinking water

  • Drafted/revised various state/central public policies on the various sectors worked in; ensured policies are in sync with the interests of the relevant sector and concerned stakeholders
