Seán McManamon is a degree qualified Mechanical Engineer with a LLM in Construction Law. He is experienced in acting as a Disputes Expert and on Dispute Boards.
Recent Expert Appointments:
Member of ICC appointed Joint Dispute Board on a 1500 MW Hydro turbine project in Latin America – issues include technical issues with the turbines, turbine rotors, plant operation and maintenance as well as project delays.
International Arbitration – 200MW CCGT (gas and steam turbines) in the Caribbean. Expert report evaluating project delays and project execution issues.
UK Statutory Adjudication: Successfully defended a twenty million pound claim for liquidated damages on a new powerplant with a 50MW Steam Turbine. Expert report evaluating technical issues on the turbine including blade damage, bearing damage, lube oil flush requirement and alignment as well as issues with respect to O&M of the turbine and issues with interpretation of a maintenance contract.
ICC International Arbitration – 400MW CCGT on a LNG facility in Asia. Expert report on scope and supply of project services to the project and their delay impact.
SCC International Arbitration – 120MW turbines offshore in Caspian region. Expert report dealing with issues on service supply, correct performance of services and potential impact on project.
Since 1991 he has worked worldwide with EPC contractors and clients on a wide array of projects in the fields of Power Generation, Oil & Gas, Cement and Steel. He has worked on both the construction and maintenance of Power Islands in various capacities including Field Engineer, Project Engineer, Project Costing, Contract Drafting and Negotiation. He has experience with GE, Siemens, MAN, Alstom and Andritz turbines.
In particular he has in-depth knowledge of General Electric Turbines and Generators having graduated from the General Electric Turbine training programme in Ney York in 1991. He has been involved in all stages of the power-island construction process including on-site construction on projects worldwide. He has been responsible for the mechanical erection, start-up and commissioning of power islands on plants ranging from 25MW up to 1000MW. He has been involved in the financial cost build-up of powerplants as well as extensive experience on bespoke contracts for plants of various configurations including Equipment-Only, Extended Scope and Turn-key supply. He has managed the supply of Performance Testing of Power Islands to end customers as well as the interpretation of Performance Test results for end clients based on OEM supplied test results, correction curves and recommendations. His experience includes development of proposals for long term storage of equipment both offsite and onsite in remote locations.
He has been involved in all aspects of power island maintenance including overseeing onsite overhauls of turbines between 25MW and 250MW. This includes preplanning, outage execution and return to service of the power island. He has also been responsible for developing proposals and negotiating contracts for the overhaul and repair of Turbines and Turbine components. He has experience in developing, costing, drafting and negotiating contracts for Long Term Service Agreements, Maintenance Management Programmes and O&M Agreements. He has been involved in the development of proposals to offer clients upgrades to their turbines to improve either/both heat rate and output. This included both scope development, costing of the upgrades and value pricing development based on market conditions and benefits obtained.
Throughout the course of his career Seán has held various senior management roles as well as project management and site level technical advisor roles. He has experience on power island projects in Europe, Africa, Latin America, Asia, US, Middle East, CIS and Russia.
Sean has written Expert Reports for international arbitrations and has acted as a technical expert supporting parties to international arbitrations. He has apponted by ICC as a member of a Dispute Board under ICC rules.
