With Ministry of Defence, Ministry of Civil Aviation and Ministry of Surface Transport-Plan design, tender and administer contracts for varied types of Civil Projects (1968-1996) 28 years of which major Involvement was concerning design, tendering and execution of marine structures. In short from 1968 to 84 dealt with planning, designing, estimating tendering and execution of varieties of civil works including specialised marine works at micro levels. From then on it is macro lead and control of mega projects. From 1984 to 96, the undersigned as Project Manager had approved the Detailed Project Report (DPR) of the JNPT, had approved all the design parameters, detailed specifications and tender prepared by the consultant for international bidding. As a head of project monitoring unit, overseeing the construction of the mega project,could contain thecost and time to the bare minimum.Have interacted with Port of Rotterdam when they were examiningeuity participation in development of Rewas Port. Preparing long-term growth plan for the port based on model (numeral / physical) / hydraulic studies required in this connection. Also prepared defence statement/counterclaims on behalf of the employers by closely working with lawyers on the claims of international contractors and also got commendation from Board of Trustees for effectively containing the claims put forth by the Contractors.
As President with Adani Port Ltd –(1996-2001) Development of Green Field Port at Mundra, advise Adani Group in their bidding, negotiation and execution of infrastructure projects, particularly on port development (1996-2002) Initiate a master plan on Mundra Port, approval of Master plan based on detailed interaction with an International Maritime Consultant and model studies, prepare a phased expansion programme for berths and related infrastructure, approve tender and detailed drawing and specification for taking up the project, monitor the projects.
As Managing Director of South West Port Ltd; (2002 to 2004)Development of 2 berths at Goa Port for coal handling promoted by Jindal Group. (Jan 2003- July 2004). Was responsible for all operations starting from concept design, detailed design tendering and execution of all the capsules of project, work also involved dredging and reclamation.
As a Free Lance Senior Port Consultant (Aug 2004 to Nov. 2005) advised Birla, Tata, BHP Billiton and Chowgule Groups on their port projects.Also carried out technical due diligence for a number of port projects
From December 2005 till june2014 with Reliance Group( who have 5 SPMs and 5 liquid berths handling 120mtpa) as Senior Port Consultant advising them on their expansion plans on additional berths and SPMs from ‘conceptual stage to commissioning’ apart from guiding them on operation and maintenance of marine assets.Heading the development of a mega port in Rewas in Maharashtra, Director on Board of Rewas Port Ltd.Also advise the Group on their investments and planning in other ports and related sectors across the globe.
From July 2014 till date as a freelance Port consultant handling number of assignments.To cite a few, with Karanja Terminal & Logistics Pvt.Ltd as a Project Director Incharge of execution of a Barge Port Terminal near Uran,Design of seawall for coastal road from Narimanpoint to Varsova for STUP who are preparing the DPR for the project,Adviser to JSW for technical scrutiny of their Port Projects,Design of Ty Dyke for Kudankulam Nuclear power project in Association with Seasyst
KEY ACHIEVEMENTS:
Engineers ,Proof checking of structural design of the civil works of Farrakka Lock design-a project by ADB. Commissioning of two berths for handling coal at Goa in 18 months (Rs. 100 crores) as M.D Responsible for A to Z of the project including Arranging finance from lending insitutions. “From Concept to Commissioning” of specialized terminals for different cargo at Mundra from Green Field Situation,has won awards for its layout plan and operational efficiency.
Executed the 250 Million Dollars (USD) NhavaSheva Port Project for J.N.P.T. as Chief Manager Planning and Development.In addition as Chief Manager Operations established smooth functioning of the bulk and container terminal. Undersigned was responsible for preparing a growth plan for next twenty years timeframe – which is being pursued by the port.
Incharge of all aspects of planning of the mega port of Rewas, modelled to be the future Rotterdam of South East Asia. Responsible for all its pretender activities like investigation, geotechnical and model studies, all approvals, land requisition and related CSR issues including fishing, preparation of DPR including cost, time, methodology, tariff and IRR. Also prepared the master plan for its long term development. Involved right from conceptual stage for creation of the marine facilities to support the ever growing expansion schemes of the World No1 refinery of the Group at Jamnagar.
OTHER ASSIGNMENTS:
Had been Member of High Powered Technical Committees set up by Government of India in connection with Development, Planning and Privatization of Major Ports.
- Been a Panel Member on seminars/workshops held on privatization of Ports & Infrastructure Development.
- FELLOW of the Institution of Engineers, India.
- Approved Arbitrator by Indian Arbitration Council and Institution of Engineers, Indiaappeared as defence council in arbitration,Given EXPERT Opinion on technical disputes in marine/port related issues(Appeared before Haifa Court,Israel in connection with an Expert opnion given by the undersigned) . Right now a member of DAB Panel for the contract between Sigapore Port Authority and M/s Afcons in execution at Navi Mumbai
- Visited all major ports and most of the active minor ports of India and have also studied their present layout and future growth plans.Have also visited mega ports in other continents.
